Thanks to the courage and political will of the Great Leader, the January 20th tragedy was given a legal and political evaluation.

The intervention of the Soviet Army on January 20, thirty-one years ago, against the people outraged by the Armenian aggression raising territorial claims to our country, being patronized by the former USSR leadership, who streamed into the streets and squares of Baku, expressing a resolute protest against this situation, led to an unprecedented tragedy in Azerbaijan. The arrests of civilians who rose up to fight for the territorial integrity of our country, the murder and wounding of hundreds of innocent people as a result of mass terror once again showed to the world the criminal nature of the totalitarian Soviet regime on the eve of its fall. The terrific act committed by the Soviet Empire's military machine against the Azerbaijani people on that day has gone down in the history of mankind as one of the most grievous crimes against humanity. The January 20th tragedy resulted in heavy losses and death of innocent people. At the same time it demonstrated the combative spirit, steadfastness, and pride of the Azerbaijani people, striving for freedom and independence, which could not stand the treacherous policy of the criminal imperial leadership. The bloody January 20th is not only a day of tragedy, but also a page of glory in the history of the Azerbaijani people. That day, our people squared up to the nightmare that had befallen them, showed their dignity and undauntability. It was these events that directly demonstrated that the Azerbaijani people intend to fight for the restoration of their violated rights and sovereignty. Unfortunately, both the Soviet leadership, and the Azerbaijan senior-most officials of that time, being the organizers and participants of this massacre, did not take measures for its disclosure and accountability for perpetrators, even made every effort to cover up the crime. On the day after the tragedy of January 20, National Leader Heydar Aliyev, coming to the Azerbaijani representative office in Moscow, exposed the perpetrators of the bloody action of the communist regime in Azerbaijan. It became a support and comfort for our people at that time. People didn't feel helpless in those difficult days. Heydar Aliyev, who led Azerbaijan for many years, held high positions in the former Soviet Union state and was retired by the USSR leadership, being openly envious of his huge experience and unconquerable will. Despite all the grievances, he was once again close to his people in those difficult days. In his statement, the Great Leader Heydar Aliyev gave a substantive evaluation of the events taking place in Azerbaijan. He drew attention to the fact that the USSR leadership did not show good will towards Azerbaijan. He also condemned the government for appointing a person with a slavish psychology, being illiterate from political standpoint, as the head of Azerbaijan, which caused a deep gulf between the people and the government. Mainly, it served the interests of the central government, and all the problems that arose as a result were the cause of the January 20th tragedy. On the initiative and under the leadership of National Leader Heydar Aliyev, the Supreme Council of the Nakhchivan Autonomous Republic first gave this event a political and legal evaluation on November 21, 1990. For some time after the fall of the Soviet regime and the restoration of the state independence of Azerbaijan, the leaders of Azerbaijan were interested in the struggle for power. They did not carry out work to investigate the causes of the grievous crime against our people and to identify the perpetrators. Only after the return of National Leader Heydar Aliyev to the country leadership in 1994, the January 20th tragedy was given a political and legal evaluation at the state level. Thus, the January 20th tragedy has remained in our historical memory not just as a bleak event and a mourning day. Its place in the fate and history of our people is more significant at its core. The January 20th also went down in the history of the Azerbaijani people as the sum of selflessness and heroism. At the end of the 20th century, our people suffered grievous losses. However, we gained a history marked by phenomenal will and courage, the sanctity of the national spirit, causing a sense of pride. We proved to the world that, as a nation, we can obtain justice and protect our dignity. Therefore, for the Azerbaijani people the Bloody January is more a glorious page in terms of readiness to defend their dignity and make any sacrifices along the way. Although this page of our history was opened to the sound of imperial bullets, it was written in the blood of our martyrs. And it was written for eternity. President Ilham Aliyev, who successfully continued the path of the Great Leader Heydar Aliyev, pays special attention to perpetuating the memory of the martyrs, solving social issues of their families. Every year, on January 20th, he visits the Alley of Martyrs and lays a wreath at the "Eternal Flame" memorial complex. President Ilham Aliyev has conducted crucial work to perpetuate the memory of our sons and daughters who became martyrs in January 1990, to glorify their names, and to strengthen the social protection of their families and children. According to the Presidential Decree "On establishment of the pensions of the President of the Republic of Azerbaijan for the families of January 20th martyrs" dated on January 19, 2006, the families of martyrs are provided with a monthly pension. Starting from January 1, 2021, the scale of pension was increased from 300 to 500 AZN. At the initiative of the President of Azerbaijan the repair and reconstruction works were carried out in the Alley of Martyrs. In addition, a memorial complex was built in memory of the martyrs of Bloody January on the "January 20" traffic circle, at the intersection of Hasan Bey Zardabi and Muzaffar Hasanov streets in the Yasamal district of Baku. Today, the souls of the Great Leader Heydar Aliyev and all the martyrs who gave their lives for the independence and territorial integrity of our country are happy. Because under the leadership of President, Supreme Commander-in-Chief Ilham Aliyev the glorious Azerbaijani army put an end to the 30-year grief of our people, liberated our lands from the Armenian occupation, and created a new reality. "Iron Fist" counteroffensive military action was successful. Now the tricolor flag of Azerbaijan is fluttering on these lands. Extensive construction works have been started on the territories liberated from the occupation, and internally displaced people are preparing to return to their native lands.
